Studies show that concealed carry permit holders are more likely to be killed themselves or kill innocent bystanders than stop the aggressor.

We are only just now beginning the third month of 2016 and, as the Gun Violence Archive reports, there have already been 37 mass shootings in the United States.

The Washington Post reported last week that: “The death tolls change, the places change: Nine in a church, 23 in a restaurant, 26 in an elementary school, 14 at a holiday party. The faces in the memorial photos change the most,” however, “the weapons are the common denominator. Mass killings in the United States are most often carried out with guns, usually handguns, most of them obtained legally.”

Advocates of carrying a concealed weapon are calling for even looser restrictions on who can carry concealed weapons and how. There is no federal law that addresses the issue of concealed carry permits, and all fifty states either have passed laws allowing qualified individuals to carry certain concealed firearms in public or allow concealed carry based on a court decision – such as the State of Vermont.

The states give different terms for licenses or permits to carry a concealed firearm, such as a Concealed Handgun License/Permit (CHL/CHP), Concealed Carry Weapons (CCW), Concealed (Defensive/Deadly) Weapon Permit/License (CDWL/CWP/CWL), Concealed Carry Permit/License (CCP/CCL), License To Carry (Firearms) (LTC/LTCF), Carry of Concealed Deadly Weapon license (CCDW), Concealed Pistol License (CPL), etc. Thirteen states use a single permit to regulate the practices of both concealed and open carry of a handgun.

In early 2015, Sen. John Cornyn (R-TX) introduced S.498 – The Constitutional Concealed Carry Reciprocity Act of 2015 which would mandate a national concealed carry policy requiring all fifty states recognize gun carry permits from any other states with weaker gun safety laws. This bill was accompanied by a similar House bill introduced by Rep. Richard Nugent (R-FL) – H.R.402 – The National Right-to-Carry Reciprocity Act of 2015. Both bills remain stalled in committee for the time being.

Dan Gross, president of The Brady Campaign To Prevent Gun Violence, wrote the following response to Cornyn’s Senate bill in February 2015.

“This bill is evil and dangerous. It is basically a proposal promoted by the gun lobby and its lap dog politicians to force every state to allow just about anyone to carry a loaded, hidden gun in public. Under this proposal, law enforcement in states with stronger gun laws would be handcuffed and helpless to take their own reasonable precautions to prevent dangerous people from carrying guns. States that use reasonable discretion in awarding concealed carry permits would be forced to accept the standards of states with reprehensibly low standards, like Florida. A recent study showed Florida has handed out gun permits to 1,400 felons. Under this bill, every one of those felons would have a permit to carry their guns in public across the country, from Times Square to Venice Beach. Florida happily handed George Zimmerman, a man who had an arrest record and history of violence, a permit to carry the gun he used to kill Trayvon Martin. Florida’s state legislature has already put the citizens of Florida in peril by allowing dangerous people to carry guns in that state. We must stop those in Congress who want to expose the rest of the nation to the public safety menace states like Florida have helped to create.”

ABC News conducted a study in 2009 to determine whether firearms – concealed handguns in particular – help individuals defend themselves.

Chris Benton, a police investigator with the Bethlehem, Pennsylvania police department, firearms instructor Glen Dorney and the Bethlehem Police Department set up the experiment at Muhlenberg College in Allentown, Pennsylvania.

As ABC News explains, they “sent out word that police were offering free gun training. And from those who were interested, six people with gun experience ranging from none to more than 100 hours at a range were chosen to take part.”

“After going through a basic safety course that covered more training than almost half the states in the country require to carry a concealed weapon, the participants were given a real glock handgun loaded with simunition bullets — bullets that are filled with a kind of paint that does not injure someone on contact.

“The participants then headed from the training class to a lecture on protective gear. In the lecture hall were cops or people working with ABC posing as other students taking part in the day’s training. None of our participants knew that in moments they would be jolted into an intense and terrifyingly real simulation of an attack by a gunman.”

ABC’s Diane Sawyer aired the results of the controlled study which shows that concealed carry permit holders are fooling themselves if they think they will be able to react effectively to armed aggressors.

As the study found, most concealed carry permit holders won’t even be able to un-holster their gun and are more likely to be killed themselves or to kill innocent bystanders than to actually stop the aggressor.
